Governing Documents & Reports

Silicon Valley Clean Energy (SVCE) is required by the Public Utilities Code to draft and submit and Implementation Plan to the California Public Utilities Commission. The Implementation Plan was approved by the Board of Directors at the July 13, 2016 meeting.

Before forming Silicon Valley Clean Energy (SVCE), our Partnership evaluated whether the Community Choice Energy (CCE) model would not just work for, but also benefit, our residents and businesses here in Silicon Valley. Detailed in the reports below are the specific outcomes anticipated for the region after launching Silicon Valley’s first locally controlled, not-for-profit organization to procure energy on behalf of our communities:

Budget

The Chief Executive Officer submits to the Board of Directors a proposed Budget for the following fiscal year two months prior to the end of the fiscal year. SVCE’s fiscal year begins on October 1. SVCE’s budget is aligned with the Strategic Plan and reflects all activities, including operating and capital programs expenditures.

We’re proud to announce that SVCE received the Government Finance Officers Association’s Distinguished Budget Presentation Award. This is a national award that recognizes our Administration and Finance team’s commitment to the highest principles of governmental budgeting. Read the press release here.

SVCE submitted the FY 2017/18 Approved Operating Budget to the California Society of Municipal Finance Officers (CSMFO) for budget award consideration. On February 20, 2018, SVCE was notified that the FY 2017/18 Approved Operating Budget received recognition for Excellence in Budgeting from the CSMFO.

Annual PG&E Joint Rate Mailer

Silicon Valley Clean Energy and PG&E are required to provide a side-by-side rate and power content comparison in an annual mailer to enrolled customers. See the mailers below for the rate that most closely corresponds to your current rate.

SVCE and PG&E agreed upon the four representative rate classes as shown above in an effort to provide mailers for typical comparisons for the entire population of customers.  If your rate class is not one of the four representative examples, you can view a comparison for your rate here or at www.pge.com/cca.

The Power Content Label is part of the California Energy Commission‘s annual reporting requirements. The Energy Commission describes it as:

“You can think of the power content label as a ‘nutrition label’ for electricity. The power content label provides information about the energy resources used to generate electricity that is put into the power grid. Just as a nutrition label provides information about the food you eat, the power content label provides information about your electricity sources.”The Power Content Label is part of the California Energy Commission‘s annual reporting requirements. The Energy Commission describes it as:

Integrated Resource Plan

Senate Bill 350 (De León, 2015) requires all load-serving entities under the jurisdiction of the California Public Utilities Commission (CPUC), including CCAs, to complete and submit Integrated Resource Plans (IRPs) at regular intervals. IRPs are planning documents designed to assist the CPUC with implementation of statewide energy policy goals, particularly greenhouse gas (GHG) emissions reduction.

The central goal of the IRP is to demonstrate that each load-serving entity is on track to contribute its share of GHG reductions by 2030 in order to help the electricity sector meet its portion of the statewide GHG reduction target. SVCE’s most recent IRP was submitted to the CPUC on September 1, 2020. More information on the IRP process and requirements can be found on the CPUC’s IRP webpage .

Strategic Plan

The Silicon Valley Clean Energy strategic plan aligns our initiatives with our mission and values. This plan recognizes the goals we intend to accomplish and highlights strategies and tactics we will employ to achieve these goals.

SVCE Social Media Policy

Silicon Valley Clean Energy’s social media pages were created to update and inform those in our participating communities and are intended to serve as a means of communication between SVCE and the public. Comments containing any of the following are not allowed and will be removed as soon as possible:

a) Comments that are not topically related to the particular posting being commented upon;
b) Profane language or content;
c) Content that promotes, fosters, or perpetuates discrimination on the basis of race, creed, color, age, religion, gender, marital status, national origin, physical or mental disability, sexual orientation, gender identity or gender expression;
d) Sexual content or links to sexual content;
e) Content intended to threaten or defame any person, group or organization;
f) Content that solicits or promotes commercial services or products;
g) Content that engages in or encourages illegal activity;
h) Information that may compromise the safety or security of the public, public systems, or employees;
i) Content that violates a legal ownership interest of another party, such as trademark or copyright infringement; or
j) Comments in support of or opposition to political campaigns, candidates, or ballot measures.

Comments posted to this site will be monitored and archived.
