No-Cost Retrofits for Existing Multifamily Properties Available Now!
Eligible property owners can receive comprehensive assessments, energy- and water-saving appliances, and electric vehicle charging stations at no cost.
Go All-Electric at No Cost!
Existing affordable multifamily property owners can get funding and assistance to upgrade to all-electric construction via one of two ways:
- No-cost Direct Installation: Get a comprehensive assessment and no-cost installation services to replace existing gas appliances with energy-efficient electric models through an SV Clean Energy contractor.
- Gap Funding Grants: Work with your selected contractor and receive up to $450,000 for project costs that aren’t covered by existing rebates and funding sources.
How to Participate
Your multifamily property:
- Is a deed-restricted property with at least 66% of households at or below 80% of Area Median Income*
- Must be enrolled in Silicon Valley Clean Energy service
- Must have 5 or more units
- Is upgrading existing gas equipment
1. Get in touch
Complete the Interest Form or contact SVCEprograms@aeacleanenergy.org. Our partner, Association for Energy Affordability (AEA), will contact you to confirm eligibility, learn more about your property, and schedule an on-site visit. To schedule an on-site visit, you’ll need to agree to the Program Terms and Conditions.
2. Get your free Electrification Plan
After the site visit, you’ll get a customized plan for your property. This will include a project description and scope of work, estimated bill impacts and greenhouse gas reductions.
3. Upgrade your building
AEA will manage your installation from start-to-finish. This includes permitting, procurement, installation, and quality assurance. AEA will apply for any third-party program incentives available for your project.
4. Engage your staff and tenants
AEA and its partners will deliver multi-lingual workshops to your staff and tenants on how to use and maintain the installed equipment.

2. Sign the Grant Agreement
If selected, you’ll sign a Grant Agreement. This will hold those funds for your proposed project as long as you meet the program requirements (specified in Recitals item B in Grant Agreement).
3. Complete your project
You will work with your selected prevailing wage contractor and manage the installation.
4. Receive your grant
Notify AEA upon completion. After an on-site verification, a check will be mailed to you.
Frequently Asked Questions
What is deed-restricted affordable housing?
Deed-restricted affordable housing refers to units that limit the rent or purchase price and require occupancy by low-income tenants for a set period of time. It is housing that has been registered to be exclusively affordable.
What types of upgrades are eligible for no-cost installation?
Upgrades may include, but are not limited to:
- Heat Pump HVAC
- Domestic Hot Water Heating Electrification
- ENERGY STAR® Appliances
- Electric Vehicle Charging

How can I become a direct installation contractor?
AEA has issued an RFP seeking a General Contractor who can self-perform or subcontract the trades required to install building electrification and energy efficiency upgrades. Interested contractors who are not licensed General Contractors are encouraged to team with a General Contractor and submit a joint proposal. Responses are due December 11, 2024 at 5:00 PM.
