S&P Global Ratings Revises Silicon Valley Clean Energy Outlook to Positive and Affirms ‘A’ Issuer Credit Rating

Revised outlook reflects strong financials and meaningful power purchases 

Sunnyvale, Calif. On April 21, 2026, S&P Global Ratings affirmed its ‘A’ issuer credit rating (ICR) and revised its outlook to positive from stable on Silicon Valley Clean Energy (SVCE). Credit ratings enable SVCE to negotiate energy supply contracts at lower costs and preserve financial liquidity. 

The revised positive outlook reflects the agency’s ability to mitigate the operations impact of volatile power markets. SVCE achieves this through a diverse and steadily growing customer base, clean energy portfolio, and improved liquidity. The rating also reflects the SVCE efforts to increase its power supply with long-term power purchase agreements for renewable energy. 

“The Board is passionate about meeting local and state clean energy goals,” said Larry Klein, SVCE Board Chair and City of Sunnyvale Mayor. “It’s a testament to the community choice model that good fiscal responsibility coupled with procuring clean, reliable power under long-term contracts ultimately bolsters the agency’s economic resilience.” 

The initial S&P credit rating was awarded in 2021. SVCE also has an ‘A3’ investment-grade credit rating from Moody’s Investor Service.
