Save With Hourly Electricity Prices

Introducing the Hourly Flex Pricing (HFP) Pilot. Through the pilot, you can take control of your energy costs by using power when hourly prices are the cheapest. Participating in the HFP Pilot can save you money and contribute to a cleaner grid by encouraging energy use when it’s most sustainable.

The HFP Pilot is available to eligible residential, business, and agricultural customers from November 2024 to December 2027.

 How It Works

In this pilot, electricity prices change every hour, 24 hours a day, 365 days a year. By shifting your electricity use to the times of the day when the hourly prices are less than your TOU rate, you can save money on your utility bill.

You can view the current prices and access a seven-day hourly forecast here to plan your electricity use and schedule your smart appliances for maximum savings. Each day, final hourly prices for the next day are set by 4 p.m., allowing you to adjust your energy consumption to take advantage of the lowest available rates.

 How You Save

When you participate in the HFP Pilot, you’ll receive a monthly Performance Report alongside your monthly utility bill. You will continue to pay your monthly utility bill while your savings through the pilot are tracked with the monthly Performance Report. At the end of 12 months in the pilot, those savings will be credited back to you on your utility bill.

The HFP Pilot is risk-free – you can only benefit from the HFP Pilot.  You will never pay more than what you would have on your current TOU rate. If you are able to shift your electricity use to the times of the day when the hourly prices are below your TOU rate, you’ll save.

The HFP Pilot offers residential customers an opportunity to save on utility bills by paying less for electricity during hours of the day when clean energy is abundant and the grid is not constrained. With hourly prices set daily by 4 p.m. for the following day, you’ll have the flexibility to adjust usage for maximum savings.

Eligibility

  • Residential customers must be on (or switch to) either the E-ELEC, EV-2A, or TOU rates. View SVCE residential generation rates here. Change your rate plan through PG&E.
  • Net Energy Metering (NEM)/Solar Billing Plan (SBP) customers are eligible for the HFP Pilot however, participation has been delayed until 2025.

Participating HFP customers may enroll in the following Demand Response programs:

  • Smart Rate
  • Power Saver Rewards

The HFP Pilot offers commercial customers an opportunity to earn on-bill savings by paying hourly prices that are lower than TOU rates during hours when clean electricity is abundant and the grid is not constrained. With hourly prices set daily by 4 p.m. for the following day, you’ll have the flexibility to adjust usage for maximum savings.

Eligibility

  • Commercial customers must be on (or switch to) the BEV1, BEV2, B-6, B-10, B-19 or B-20 TOU rates. SVCE commercial generation rates can be accessed here. Change your rate plan through PG&E.
  • NEM/SBP customers are eligible for the HFP Pilot however, participation has been delayed until 2025.

Participating HFP customers may enroll in the following Demand Response programs:

  • Smart Rate
  • Peak Day Pricing
  • Emergency Load Reduction Program Subgroup A1, A3, and A

Participating HFP customers may not enroll in the following Demand Response programs:

  • Base Interruptible Program, Capacity Bidding Program, Demand Response Automation Mechanism, Demand Response Resource Adequacy Contracts, Demand Side Grid Support
  • Flex Market Pilot
  • Emergency Load Reduction Program Subgroup A2, A4 and A5, Subgroup B
  • Optional Binding Mandatory Curtailment, Scheduled Load Reduction Program
  • Any supply-side Demand Response programs or event-based load-modifying programs, regardless of the Load Serving Entity

The HFP Pilot offers agricultural customers a chance to save by paying hourly prices that are lower than TOU rates during hours when clean electricity is abundant and the grid is not constrained. With hourly prices set daily by 4 p.m. for the following day, you’ll have the flexibility to adjust usage for maximum savings – and if you choose, you’ll be able to lock in energy prices seven days in advance.

In addition to accumulating savings, agricultural customers may be eligible for incentives based on their enrolled, controllable load. For more information, click here.

Eligibility

    • Agricultural customers must be on (or switch to) AG-A1, AG-A2, AG-B, or AG-C TOU rates. SVCE Agricultural generation rates can be accessed here. Change your rate plan through PG&E.
    • NEM/SBP customers are eligible for the HFP Pilot, however participation has been delayed until 2025.

Participating HFP customers may enroll in the following Demand Response programs:

    • Peak Day Pricing
    • Emergency Load Reduction Program Subgroup A1 and A3

Participating HFP customers may not enroll in the following Demand Response programs:

Vehicle to Everything Pilot (V2X)

Bi-directional technology enables bus and passenger vehicle EV batteries to power your property or send power back to the grid. By participating in the Vehicle-to-Everything (V2X) Pilot alongside the HFP Pilot, you can charge your EV when the hourly price is less than your TOU rate and discharge your EV when the hourly price is above your TOU rate – maximizing your savings while improving grid resilience.

Use your Bi-directional technology EV’s battery to power your ride, your home or even the grid. By participating in the HFP Pilot, you can charge your vehicle with clean electricity and discharge during peak demand periods – reducing your utility bill and enhancing grid stability.

Although the current selection of EVs and supporting technology eligible for the V2X Pilot is limited, we anticipate more options soon. Residential customers may be eligible for incentives to cover the cost of participating in the V2X Pilot. Use your bi-directional bus or passenger vehicle fleet to power your properties or dispatch back to the grid. By participating in the HFP Pilot, you can also charge your fleet with clean electricity and discharge during peak demand periods – reducing your utility bill and enhancing grid stability.

Although the current selection of EVs and supporting technology eligible for the V2X Pilot is limited, we anticipate more options soon. Frequently Asked Questions

Yes, SVCE customers can participate in the HPF/V2X Pilot.

The HFP Pilot is a program that provides hourly prices, 24 hours a day, every day of the year. The lowest hourly price aligns with the cleanest energy. Through the pilot, customers can save by shifting energy-intensive activities like charging their EV or running their air conditioning during the cheapest times of the day. Hourly prices are set at 4 p.m. for the following day and can be found here.

The V2X Pilot allows customers with bi-directional technology to use their EV battery to power their property or discharge back to the grid. Together with the HFP Pilot, customers save by using electricity when prices are low and dispatch their battery when electricity prices are high.
