During your home assessment, your Energy Advisor will evaluate your home’s energy savings potential. Loan amounts will be capped so that loan payments do not exceed your expected annual energy bill savings from your new efficient appliances. This ensures that payments will be offset by savings and will not increase your bills on an annual basis.
Once you’ve completed your home upgrades, your payments will be conveniently included on your monthly energy bills.
With 0% loans plus upfront SVCE and third-party rebates, you can enjoy the benefits of your energy efficient upgrades right away without having to come up with the money to pay for upgrades all at once.

Eligibility
To be eligible for Full-Service Home Upgrades with 0% financing, you must meet all criteria below. Customers not eligible for 0% financing can still receive rebates and installation from Full-Service Home Upgrades.
- Be a Silicon Valley Clean Energy residential customer (as indicated on your PG&E bill)
- Be the legal owner and occupant of the residence
- In a single-family home (up to a fourplex) with existing gas-powered central furnace and AC
- Have a zero-dollar ($0.00) past-due balance on your three most recent PG&E billing statements
- Have high utility bill savings potential and minimum loan size of $4,000
- No existing solar PV or battery storage

After your complimentary in-home assessment, we’ll provide a project proposal detailing recommended upgrades and costs after applicable rebates. We ensure fixed pricing with our partner contractors, eliminating surprise fees, and will help you apply for all eligible SVCE and third-party rebates to further reduce your upfront costs. Qualified participants can access 0% financing for upgrades. Eligible property owners and tenants may receive no-cost installations
How are my energy bill savings predicted?
We analyze how the upgraded equipment will perform under current electricity rates and your energy-usage habits, comparing it to your utility bill data from previous years. You may need to change your electricity rate after the equipment is installed to achieve the predicted bill savings.
Actual utility bill savings may be impacted by multiple factors, including but not limited to: changes in customer behavior, weather, and utility rates. The estimate is based on current energy usage, rates and other information available at the time the estimate is made and is not a guarantee of energy savings or future conditions.
How will I know that I’ll save on my utility bills?
When you swap out gas appliances for efficient electric ones, your gas costs will go down. Even as you use more electricity, when paired with the right electric rate plan, your overall bill will go down. Plus, we’ll provide you with complimentary access to HomeIntel, which will track your energy usage to ensure you’re experiencing the forecasted savings.
With your permission, we will monitor your electricity and gas usage for one year once your upgrades are complete. We will compare that data to your energy usage from the year before the upgrades were installed. This helps us determine if the upgrades are performing as expected or if other factors are at play, such as changes in weather, PG&E rates, and your energy usage habits.
What upgrades are eligible for 0% financing?
Projects must include at least one heat pump appliance, either a heat pump water heater or heat pump HVAC system. Electrical and efficiency upgrades (e.g. weatherstripping, insulation, circuit sharing) can also be included.
0% financing projects will not be eligible for additional upgrades through Full-Service Home Upgrades. This helps ensure that your loan amount does not exceed your predicted bill savings, so that payments will be offset by savings and will not increase your bills on an annual basis.
Do I get to choose the equipment that is installed?
We offer a limited selection of standard products. If you prefer to install equipment not covered by the program, check out other SVCE rebates and incentives.
What if I don’t think my equipment is working as expected or I’m not seeing the predicted bill savings?
